The deep web is where sales of stuff like the OP's talking about happen at. However, I think he's asking how to post spam like that, not necessarily sell the same stuff
In that case, Xrumer is what a lot of forum spammers use.

Lol it really isn't, it's just where you can access websites that are difficult for the police to track down, and so can sell illegal things, the online black market.
Anyone can use it, just download the Tor browser and get to work.
I see. We can access the site, but the people behind it have advanced skills to establish it.

I think they used that plugin for Microsoft Word. The terrible formatting in that ad looks like HTML generated by MS Word.
