Foreign TLDs PBN to English MS?

I used to do this a while back in 2015 and it worked. Would it work now to use foreign TLDs, mostly EU domains to rank an English money site?

It works, from my side at leats
My 1st competitor ranking for 1st spot with .lt domain extension
I dont think you should be that worry abpout TLDs and mixing them up would add some diversity to your PBNs (personal thought)

Is he using other tld PBNs as well?

Basically he's interlinking with the majority of others competitors, which most of them have the same extension

However, i think if it can rank it should have the same value as other TLDs, still all the content is related + in english
