I talked about the 3rd world situation. For example, you can give Paypal balance to someone who might need a Paypal Balance in exchange for Cash. That was what most 3rd world country people do if they are not spending them. There was another option previously if you have a Payoneer account that comes with a Bank account linked with it. You can add that Bank account to your Paypal and withdraw to that Bank account. Finally, you can cash it using your Payoneer card from any ATM booth that supports Mastercard. Not sure if it still works. You can give it a try.
