Is it possible to rank a foreign site on google.com?

domainname = .COM but content is foreign language.

If the keyword is foreign and matching the sites language, it's highly possible.

Yeah but it isn't very useful because google redirects foreign people to their country extension automatically (based on ip). But I usually rank first page for .com when I rank for the country specific extension as well.

Yes it can,I have some foreign clients and their sites are ranking on google.com

Yes, it will rank. Make sure the website content is written in that foreign language.
