I'm looking to create a PBN for French site.
If I register expired English domain and then place French text on it.
Will it be useful?
 
yes, you can. if the expired domain has a clear history. but you can go with .fr domains
 
You can check the quality in the same way you do with .com/.net/.org
 
Yes, that works perfectly fine. You can also create english sites with english content and use french anchors. Works, too. Don't overthink it.

Of course, a super targeted .fr PBN would be the best choice, but if you can't find any good domains to utilize, you can easily go with com/net/org/co.uk and also .ca (many expired french domains to grab), registering is a bit of a b*tch though if you're not from Canada.
 
Yup all good. But to be safe I would agree that it'd better to look for .fr domains.
