Hi I'm looking at a domain at auction that is very relevant to my niche. Overall its very clean indexed pages, has traffic, etc. The only red flag I see is the inbound anchor text has some chinese, japenese, russian, etc. I google translated the anchors and they are all branded and natural text. The foreign anchor text is a very small percentage of the anchors. Would you 301 redirect this site to a corporate white hat website?

IF they are really natural and if there isn't shittons of them, then it's fine to do that.
But really make sure that the domain is clean and with non-abused history. Check the historic anchors in Majestic as well.
Also, redirects for SEO purposes aren't really white hat at all, so your corporate site will not be white hat for long.

Everything was great until you revealed that you are planning to redirect the domain to your corporate site. This is way blackhat to handle for any corporate or legit money site that you intend to keep for a long time. Instead of just 301 rediection, why not use its link juice power by placing some non-spammy links to your corporate site? Give it a thought.

I do not think they will be toxic to your web site. Measure the price of such domain/site and real SEO effect. If you believe that is going to be good for your SEO - go ahead and order.

The good sign is that it has indexed pages and traffic, no penalty in there,
Other than that, a couple of spammy links wouldn't really bother especially if it's a small percentage of the link profile, makes it's completely natural,
just go for it, no need to worry
