Lot of thread about it nowadays, so I did a research about it
This is 100% scam. It's like being able to talk about carding here. CC Submit offers is a fancy way to say that you are going to create a fake checkout page and have access to credit card information that your victi..ops, customer gave to you without knowing it. The purchase is denied (because there is no payment processor involved) and the victim has their credit card info stolen.
The so called ''ad networks'' which have offers about it, are generally gangster draining credit cards or at least, in the best possible circumstances, charging (stealing) money in subscription basis plans that nobody agreeded to subscribe. The kind of member that is searching about it shouldn't be welcome here, since they are just potential scammers or in-fact scammers looking for this new trend to earn more money with criminal activities.
