for making money from youtube i must setup google ads on youtube ?
or i can use another service ?
from which publisher service i can use on youtube for best income ?

When it comes to ads, you need to use Google Ads.
But you don't need to be a YouTube Partner to make money on YouTube. There are other ways like affiliate marketing, sponsorships, selling own products/courses, etc.

ok thanks so for example if i make youtube channel from today then can i use google ads from first day ? or need some requirement before it ?

You need 4k watch hours and 1k subscribers. Then YouTube will check your account (automatically or manually) and will then approve or decline it. They also check your content, so make sure you don't use any copyrighted stuff.
