If you look at any large sites that rank well, they get links from all sorts of places, however, the way you should view links when you are first starting out is to find the most relevant locations possible. Whether you will get a penalty because it is not relevant may not be an issue, but other factors would be considered like the types of sites that the site you are using links to and the other locations you have backlinks for.
One way to get relevant links is through guest posts. While these are not always easy to get, they are a viable way to get links, but more importantly network with those in your niche. Over time you should continue to get relevant links from the most relevant locations, but with more authority, comes more breathing room to get links from different locations.
This is a slow and steady process, others may have other opinions, but this is what I believe to be reasonable and true.
