Technically it could be 25, but 1 is the most complete answer.
1 is more consistent and symmetrical.
25 looks like it fits because the number direct opposite the smaller numbers are = to themselves x 5.
2 is opposite to 10 (with 5 in the middle as the multiplier).

But it leaves an obscure series of numbers without any consistent pattern or logic.

1 is a better answer because it evenly divides the top half of the circle into 1 to 4
and the bottom half into 5 to 20.

The top half cleanly multiplies by the middle 5 giving the answers provided below it at a clean 180degree break. And patterns the top half to integer (step+1) numbers below 5.
With the bottom half being multiples of 5.

Top half: 2,3,4,1 - shows a sweeping step increase from right (1) to outside and back in to the left side --> (2,3,4)
Bottom half: 5,20,15,10 - shows a sweeping step (+5) increase left to outside and back in right side.
e.g. <-5, <-10, <-15, <-20.

25 and 1 ar both correct. Life teaches us that even if the answer "doesnt seem to fit" or "is not beautiful", its correct to say 25 or 1 is correct, even if it doesnt seem symmetrical.

Well, The Answer is still 5 and it all started with 5 and should end with 5 !

Don't tamper with the figure 5 . It was only used to get other values

Whoever guessed 25 is close though.
The trick is how its setup.

Note: correctness in this case assumes you HAVE to pick ONE. One of the answers is distinct from the other through the pattern.

If we assume complete consistency doesn't matter in determining correctness, it would be both.
If we assume complete consistency matters in determining correctness, it would be 1.
 
Half from the top of circle is multiple by center number (5) and results are in lower part of the circle. So the 1 is logical number that are missing.
Or maybe i am wrong.

Heh, trying giving that annotation on a multiple choice test.
But I do agree, that's why I never said 25 was wrong.

ans- 1 or 25, but it's stupid question, i think confusing question should be avoided...
