for ebay new account ( how to change IP)

i am suspended from ebay. trying to create a new account. to do so i am required to change my ip address. but there are two types of ips, external and internal, I can easily change the internal IP by going to CMD command. But how to change external IP. AND as to if it is necessary to change external IP for ebay or or it is not necessary. ( i am not sure what ip ebay bans on suspended members? Please help Thank You.
