Hello,

I do have a Online store with 17.000 indexed sites in Google. The domain is PR2
Three weeks ago, I did remove the footer text with about 100 words, that was visible on each page.

After some days traffic was dramatically decreased, and did not recovered until today.
This was before the new Penguin update

Can be the reason for loosing traffic this footer text?
Is footer text "duplicate content"?

Should I put it back?

Penguin Update affected the duplicate content blogs only friend...So your footer is not a problem..You use Spun articles to your site?
 
Our site is not a blog, but online store with 15k + products
We use our own product description in 70% and more cases

The footer text was a description about shopping in our store, like short terms with 100 words.
 
Put it back and see what happens, that may have been the only batch of LSI keywords on the whole site.
 
Try putting it back but add some fresh content as well, keep a consistent keyword density throughout.

Has proper on-page-optimization been done for all 15k+ products? (title tags & meta descriptions)
 
Make several experiments. There are many reasons why your ranking downgraded. You better start with the footer text as this may be one of the causes. Google is also lowering the rankings of low quality sellers and those who provide poor user client experience. How is yout business so far?
