Followliker Query “user's followers” vs “user's followings

I’m a bit confused about which one to use.

If I want to follow everyone who follows user “tigerwoods” I would use “user's followers” ie the users that follow him

or is it the opposite, if I want to follow everyone who follows user “tigerwoods” I would use “user's following” ie follow everyone on his “following” list

if you want to follow tigerwoods FOLLOWERS use "user's followers".

Follow people that follow "tigerwoods" > User's followers
Follow people that "tigerwoods" is following > User's followings
