Actually it is OK and legal. You are selling your license for FL, its the same thing as selling your car or your pc second hand.

But the problem is how can a seller trust you, your license is bound with your email and you can email FL support that you wanna change PC and get it back.

If you are asking if its OK to sell it on BHW outside the MarketPlace, then no its not and you should remove your thread before admins ban you.
