Followliker error - system properties cannot be initialized?

Hi, I'm running FL on a VPS. Provider had to reset me VPS due to an error, so i got a new one with a new IP. When i installed followliker, I get an error message saying "system properties cannot be initialized". I tried fresh install but nothing works. Was working perfectly fine a while ago. Is this on the VPS's end? Google returns no results for this error. Would appreciate any help
