I believe it means that you're banned from commenting temporarily. Try logging in to the account and comment on a picture, if you're temporarily banned from commenting it will tell you.

Yep , feedback required means instagram temporary blocked you, from 2 hours to 24 hours

To stop this thing in the future from happening again - increase your delays by at least 30% of what you currently have, that should often solve the problem - also change the comments every day.
