You'd probably get quicker results by searching the forums for these settings. Also at the bottom of your thread her there is a section titled "similar Threads" and I count 5 threads opened in just the last few months asking this exact question. You may find your answer in one of those.

It's pretty hard to give you the 'best' hashtags as it depends on your niche. If you don't have a niche, use the instagram hashtags such as love, instafeel, etc.....
Change your hashtags and you will get more followers than before.
Another effective way to get more followers is to use spam accounts to promote your main account. This requires some funds as you will need to buy proxies.

there is no best setting for FL. But I always use this setting for every option, except comment : max 800-1000 every 60-70 secs. I usually pause it for 1 hour every 6 hours. Instagram never block my account, but sometimes, you have to confirm your phone number. Happens just reently, security level increased.
