Followback rate dropped?

What kind of pages? I've tried about 10 different car related pages who have millions of followers but no difference

Same here, I have a similar followback ratio of 15%, but I think mostly it's because I just reached the 2k followers while all the people claiming 50% or more followback ratio probably are running way more popular accounts (like from 10k up followers - users are way more keen to follow you if you seem popular).
At least I hope this is the cause, otherwise I can't see what I'm doing wrong
I would agree but im at 90k+ so i dont think thats the issue, content is unique as no one else on instagram owns the car i do so i'm a little confused
Maybe you are following a lot of "fake followers" from those accounts. try and investigate a little bit.
sometimes it is even better to scrape followers from verified accounts (BMW/AUDI/ETC since i think you are in the car niche). It is no use for them to buy fake followers and the chance is high that you will boost your follow ratio.
also check if your app actually is following the users. sometimes your account is blocked but the bot says it has followed them. hope this helps.

How do you scrape users? (User's followers, Users who liked this pic, etc)
my niche is jdm cars but any car page i scrape users from isn't yeilding much

Scrape follower from accounts who is not doing follow/unfollow. Look for engagement on the pages where you scrape the follower.
You dont really need many accounts to scrape from 2-3 good accounts with organic growth. Check their stats at socialblade.

Yeah thats what i've tried...pages like BMW, audi, mercedes wouldn't be buying fake followers and should be organic right??? but whether i follow their users or stancenation, superstreet, carisntagram it seems to be the same amount
