I am using it on my main account with some month old and 16k followers, at the moment 300 follows every 24 hour and I am not having problemsIt is safe, biggest problem would be you getting Shadowbanned, if you follow too many people in short period of time, you can get Shadowbanned for a few hours or days.
I found the safest method to be, get an account, add Profile pic, banner, bio etc... then let it sit there for a few days, then slowly start following users, that way chances of it getting banned or Shadowbanned are smaller. At first i would start with 20 Follows per day, then slowly increase it to 30, then 40.

But it all usually starts with password reset so if you're not getting any then you're good.

I am using twitterdub without proxy because I though it was like sign in like in my explorer. Should I use proxies? Or how can I avoid that mate.

I am running some accounts with proxies and don't had any problem, but in this case without proxy the main account detects as a robot, that's why I though maybe with proxies it will get solved.wow, don't remember ever seeing captcha on twitter.
You only need proxies if you run many accounts, here I understand you're running just 1 account so you're good to run it on your home IP. In your case,, it's actually safer to run without proxies.
I used to bot 3 accounts per proxy... but my 3 main accounts were on home IP.
