Follow their followers if you want more followers but it's possible to not be so active, or people with nice accounts(number of people that follow them is bigger than number of people that they follow ). But if you follow people who liked post of some big accounts you will get less followers but there are more chances that they will like more photos from your account, and be more interesting in your niche.
