How can I achieve that kind of floating button Quora uses that's says “open in app”. I have searched the whole internet for it. And I don't even know what the real name is. Also some sites make use of it when asking you to accept cookies.

You can custom code something, it's pretty simple to do. I believe what you're looking for is called a "sticky banner" or "sticky footer bar". If you're not the developer type (which it sounds like) and you're using wordpress, you can use this plugin: https://wordpress.org/plugins/sticky-ad-bar/

As imustbebored said you can use a plugin if you're on Wordpress. If you want to custom code it yourself look into the css property "position: fixed". Message me if you need a programmer to help you.
