is there such a thing? i have heard it can be done, or used to be- by someone who works at google, i think.

Sure someone will gladly sell you their method to do it. Look at industries where you have CPCs of $40+, there is no way someone can offer you guaranteed #1 for a flat fee, unless its outrageous to begin with.

it was just for a specific keyword... not that high traffic... and priced at $2-4K per month.

i tried to get more info but couldn't.

Man!! Adwords is a auction based platform, if there was such a thing of a fixed price for the #1 spot for a keywrd, there wouldn't be a need for campaign optimisation. Just get a good quality score and pay a bit less than your competitor.
