Flash dsigner required

Flash designer required for to spruce up an existing webpage and make it look really good.

Cost is a major concern. Also, I am not bothered about the work being original, scrape or re-use old projects.

Time is of the essence.

Preferably from a country with a 'weak' currency (middle east, india, south america), no mean to offend, just will save me money in exchange rate
