FIX FACEBOOK HOLD
The steps when adding tags that are not kept in order are as follows:
1️⃣ Place Camp BoostPost bait on 1 New Page and Post New
2️⃣ You select Promote your newly created Page Post.
3️⃣ Choose a budget of 5 USD or 7 USD
4️⃣ Once you've chosen your budget, click Boost Post.
5️⃣ Facebook will display a dialog box asking to enter the hard card in the account.
6️⃣ After filling out the card completely, press continue and F5 on the page again, Go to Ads Manager to check.

It's impossible to fix the hold, they don't show a notification, but they still keep the money.
 
I think it is impossible to fix it, this is probably because your id is not reputable and has been hidden so it can easily happen.

Just create a bait campaign, then lower your payment threshold and change your spending limit a few times. These are the simplest and fastest methods I often use

I think it's possible to reduce the budget by about 2~3 USD and also remove the hold
 
The failed transactions will still be there and you’ll still need to pay the balance in order to continue advertising..
