My last suggestion today, I promise!
Everyone wants to shut down parts of BHW and whatnot because everyones little secrets are getting out, right? Sounds like it would just make this forum crappier to me.
Here's what should be done:
Moderators should hand-pick people to be "trusted members", who will be allowed to read and write "Trusted Posts". A "Trusted Post" is a post submitted by a "Trusted Member". When a "Trusted Member" submits a post, they are give the option to "Make this post viewable to trusted members only."
Now when a newbie or regular member clicks on a forum topic, say e-whoring, they can only see "Public Posts". When a "Trusted Member" clicks on the e-whoring section, they see both "Public Posts" and "Trusted Posts". The titles would have different color schemes to show the difference.
The selection process should be based on the following:
A TOS change could say something like "We are 100% against CL spamming... so don't post this information here". Then when a person receives "Trusted Member Status", they would receive a new TOS, telling them what BHW is really about (CL and etc), but "The previous TOS you had to follow is still in effect for Public Posts"
One last thing. There should be a limit to how many posts you can make per day that are "Trusted". That way there, the newbies would still get help from people with experience and Public Posts won't just be ignored by people of "status".
I hope you'll take that into consideration, as it took me like a half hour to come up with all that.

- Amount of thanks given & received
- Reputation
- Post count
- Originality & Usefulness of most posts (of course people are going to post some stupid things the first few days here, so give a little lee-way.)
- Participation and Follow-Through (are people submitting random things rather than keeping good posts going?)
- Moderator Instinct
- Requesting (including idiots making annoying threads requesting) Trusted Member status should result in automatic disqualification
- etc
