Im not hiring im exchanging, people there will ask for few dollars per review, and if i can exchange, why not?

There is no category for Fiverr itself. Just hit the search with "fiverr" you'll see plenty of threads, you can see which category are they posted under as arganrecords said, it should be under WTB or Hire a Freelancer.

In my opinion you are actually hiring people to do review for you, be it exchange or whatever.
