I'll keep it short and sweet.

I am wondering if anyone has any input on this hypothetical situation.

A purchase is made on Fiverr. We'll say for $300.
Refund is given, but its kept as Fiverr credit, can't withdraw back to the bank.
The person that received the Fiverr credit then spends that money again through a few different sellers within a weeks time. Bringing the Fiverr credit back down to $0.

If that person went and made a chargeback claim on their credit card, those funds would only affect the company Fiverr, not the individual members that the credit was spent towards, correct?

Any ideas on the typically allowed time to issue a chargeback from most US Credit Card companies?

Any suggestions for successfully requesting a chargeback from CC company? The person looking to create the chargeback has never done this before so they are unsure if there are dos and don'ts when requesting a chargeback.

for non-tangible items, does this make it easier or harder to successfully obtain a chargeback in your favor?

Paypal is not involved in this situation, it would be directly charged to CC.

Any help is greatly appreciated!

I guess you'll have to tell your bank that it was fraud payment to get your money back as banks do not mess with chargebacks especially if you agreed with the fiverr TOS

If you weren't behind a VPN , I assume saying it was fraudulent would be a dumb move. Correct?

Incorrect. Bank wouldn't be going into that and wasting time and money to investigate for such small amount, they will issue a refund, Fiverr though won't work with you (so they don't get scammed by you again).

OP are you trying to scam?

Maybe I'll place some orders on the website you have set as your homepage then do a chargeback, that would be OK? Right?

Best option is try to contact fiverr support and tell them to reverse the payment to your paypal. This is my personal experience, they refund me 2 times in a month. Below are the screenshot:
