Fiverr Backlinks

There is a backlinks seller here offering 100 blog posts on PR2,3,4 for $229.
However on Fiverr I can find similar offers for $5 so I am sure there is something that's not clear to me as there is huge difference in price.
Can someone explain to me whats the difference.

May be he put $224 in his pocket on every order, may be he don't do at all the same thing, ask him directly and you will have the answer

EDIT: fiverr backlinks is for tier 3/4, don't use it on T1 or in 99,99% of the case you will kill your website

PR is a dead and manipulated metric. Someone selling links based on just PR, i would run away
