But if a company wants to pay someone to raise their google ranking, what this webmaster can reply?

What does your site look like? How's your competition? How are their sites? How old is yours? How old are theirs? Your vs Their backlinks? Quality of unique, content? Proper on-page seo? And on and on and on....

I just would like to understand better SEO world.
But a SEO expert would be able to tell after he check some things and get more info: "ok yes I can improve your google ranking of 1-2 position for sure".
Would be possible that he is able to say something like that in advance?

Generally, no one can promise this. I tell people interested in SEO for their business not to trust companies that promise #1,#2, or #3 spots.
If I thought I could get a client's position to #1, I would say: "After reviewing your website and the competition for the search query you're wanting to rank for, I feel I can develop a ranking strategy that will allow your website to outrank your competitors. I cannot promise a specific rank, however 95% my clients get on the first page of Google search results and 75% are in the top 3 positions".

Well no one can say how much time does it take to rank a site at #1.But one thing i can say very confidently that after recent updates its taking much more then time then it usually took before, the reason being we have to vary the anchor text greatly to make it look natural.
