Finding Website Design Leads

Anybody have any opinions on the best way/place to get leads for a website designer? I would appreciate it.

All small business owners need a website, you could potentially contact local business in your city or country. If that's not your thing I'd follow jasonrats advice and use this forum
 
In order of price you can likely charge from lowest to highest:
  • Fiverr
  • Upwork
  • BHW/other forums
  • Cold emails/Cold LinkedIn outreach/AdWords/Any other ads
  • Referrals
Local outreach can be less competitive, but if you're trying to go high-end don't get caught up in the trap of giving clients big discounts because they "will probably, maybe, possibly, provide you with referrals."
 
Facebook ads work pretty well- targeting local users and business owners.

You can sell to them directly or you could try running a competition then remarket to the resulting list.
 
Most the work here is low end (95% of forum gigs are sub-$1,500 sites), if you want higher end web design work you'll need to actually go out and talk with businesses who could benefit from your services. The best place to start is usually near home.
