Finding Web Developers that QC (Quality Control)

I own a web design agency and have been using web developers from India and Ukraine, ect. but they're all using the same work farms and the quality control is pathetic. They fix one thing, and screw up another.

Anybody have any good recommendations?

We do all the UI/UX and send PSD's to be turned into Wordpress or Shopify themes so it's pretty straight forward, but all the company's we've been testing suck.
