Most of the free tools are not efficient. You can try the Ahrefs trial version.
 
Free tools not will show all backlinks data, so better try premium version to get your list of sites and you can easily find out the spammy sites else try any groupbuyseo tool.
 
You can check using GSC and other SEO tools like Semrush and Ahrefs.
 
Free tool for checking spammy backlinks is Google Search Console. Other Tools Like Ahrefs,Semrush,MOZ
 
GSC. It’s direct from the source. For deeper digs, you might need something more, but start there.

There are hardly any free backlinks checker that would produce a comprehensive list of backlinks on your site. You could give GSC a try but it'll still be limited as GSC doesn't crawl some links fast or it doesn't display some links at all.

If cost is the challenge, you could actually get semrush access for very cheap through groupbuys. Some go for the equivalent of $2 to $3.
 
Thats sounds great, group buy to keep the cost down, i have thought tho, you find these low quality links pointing to your site, but how to get them removed?
 
Use SEO tools such as Ahrefs and SEMrush, along with GSC.

Just dont trust semrush too much - check all links manually - semrush loves to mark spammy links, even the good one.
 
I too recommend Ahrefs for checking spammy backlinks.
