Finding Local Facebook Pages to Like

I don't know of a tool for that specifically, but what I can tell you is that trying to concentrate on local targets via anything other than the basic as platform is almost impossible.
I've tried to do something similar to build up a local page fan-base, but other than being able to look at pages liked by people in your city and manually searching to find large ones, you can only locate the local pages that have the city/area name in the page's title.
My assumption is that being able to find large pages on a local level through a simple search would decrease the revenue going through their ad platform, which has the targeting abilities you are looking for.
However, now that Facebook allows ridiculous flashy banner ads through a third party, you would have a better chance at winning the lotto than you would at being able to optimize a campaign to be profitable focusing on such a small area.
Unless it is a local business and not affiliate marketing that you're promoting, in which case I just wrote all of this for nothing.
