The niche doesn't matter as long as he got the required skills. Adapting those skills to different niches is easy.

you can try any video editor, there is no specific one as long as it meets your needs you can make it work and learn through the process, you can try videopad, Davinci Resolve and Lightworks but I believe Lightworks now have a trial usage but still free.

If you want to make videos for You Tube or any other social media platforms then these two softwares are the best - Filmora and Movavi.
The reason is that, these software's have many inbuilt features helpful to make videos quickly. For example, numerous transitions, filters, special effects, graphics packs, icons and emojies are available at single click. Other professional high end video editors like Premier Pro can also help but they are very robust and complex to learn. So as a newbie anyone can get overwhelmed.

It is hard to find a good video editor itself. If you start looking for specific niche, it is going to be more hard.
I'm just looking for a good video editor. I also managed to find tips on adding subtitles https://wave.video/tools/audio-editing/subtitler you might find it useful. I often make videos for youtube but I've never tried to post videos with subtitles. I want to give it a try.

It is hard to apply so many filters and then yet get a good editor. So any niche should be ok, he will learn with you.

Instead, I would focus on whether the person has familiarity with the top videos in your niche on YouTube.
I would ask the person to familiarize themselves with those channels, and then I would focus more on how they splice videos as well as the range of effects they know.
At the end of the day, when it comes to the niche expectations of your target audience, it all depends on the special effects that they're used to and what they expect.
