find users by their location

Hello, is there a way to find instagram users that actually live in a certain area (city, country, etc)? Something else than looking for a geotag? When I look at posts from a certain geotag I see people posting photos from their vacation trip for example, meaning they'll be gone from that area in a few days or perhaps already gone. I'd like to have a list of instagram ID's from real people that actually lives in the area. Is there a way to find them?
