Yes sure, buy high-quality links, tier 1 links but try only a few of them. If they work for you, then go for more links.

Buying links can be of many forms - you can buy those pbn links, or you can also 'buy' links from expired domains, and point those back to your own site, which is also another form of getting quality links to your site.
It would be difficult for you to control the pbn links - if they go bad, link removal is a lengthy and time consuming process.
If your expired domain links go bad (they flag your site), then just remove those links from your own sites, and problem solved.
