Try ipburger.com. They offer residential proxy. I use their service for my new PayPal account, and it works fantastic. Residential proxies are not unique, but you don't need a dedicated address. It is a normal thing that the IP address is rotating. 90% of us have dynamic addresses, and IP address is not permanent. You need to use the same country and internet operator, and everything will be ok. Please remember that residential proxies come from real devices, so it looks natural. Dedicated proxies are proxies from a data center, and it doesn't look natural.

Assuming 1 mobile proxy can serve 15 Instagram accounts, then you will need about 33 mobile proxies for 500 Instagram accounts.
With the need for 33 dedicated mobile proxies, you can absolutely request a dedicated dashboard for your own. Then you will have full control to configure the authentication, rotation of each port.

In case you need to ensure the privacy of your own system, ask the provider to set up an additional proxy server for you.
