Filtred keyword method?

How does it rank for a filtered keyword? What is the method for this?
We buy a 10+ year old domain and do everything perfectly, but it never even makes it into the top 100 and is never seen!

- You buy a domain name that's 10+ years old.

- You produce excellent content.
- Your SEO is technically flawless.
- But the page doesn't even crack the top 100.

This means Google doesn't even give some sites (especially new ones or those with low authority) a chance to rank for this keyword. This isn't a penalty, but a preventative algorithmic threshold.
