1- I'm a bit confused about whether I should use backlink tools like RankerX or GSA, or if it's better and safer to purchase quality backlinks with good traffic, as advertised here on the forum.
Which approach would be more effective and secure?

By your questions it's clear that you currently don't have enough knowledge about SEO, which is fine as we all started from 0 once.

Before buying any tool or backlinks, you should learn the basics first. You should have an idea what type of links work these days. What links you can use as Tier 1, what links you can't send directly to the site etc.

Read BHW for few days, get familiar with some of the SEO terms, and then think of buying a service so at least you've an idea what you're buying, otherwise you'll just waste your money.

unless you have the time and resources to learn how to use things like GSA SER properly (meaning sites/parasites you dont mind experimenting on and possibly burning) its probably better to let others do the work for you and buy from a seller with good reviews
