Few confusing questions about building backlinks

Hello everyone,
As you can see, I am a newbie here. I have been reading this forum for few weeks to learn how to build backlinks and some seo methods. Thanks to people here who loves to share I've learned many many things.
However, I have some questions which I will be really happy if somebody leaves some good answers.
1-) I am honestly got confused about all the backlink thing. I want to know if it is enough to have only PBN backlinks to money site or should I also have various backlinks such as web 2.0, profile links, guest posts so on and so forth ?

In the case I should have backlinks from various source even to my money sites, how many links should I build in what period of time? For example, having 100 profile links and 100 web 2_0 backlinks to money sites in a week would be a problem? What could you advise me in this case? Is there any optimal numbers about all these things?
3-) I am thinking to create some PBNs then I can use for my money sites. How many average quality PBns will be good for each money sites to not have a problem afterwards.
2 -) For instance, I have a domain which I bought few days ago. Should I start building backlinks from my PBNs and various backlink sources or should I wait it to be aged? ( I guess it's recommended to wait at least 45 days for PBNs but I wonder what about money sites age)
4-) What are the "must have" tools you could recommend ?
Other than these questions, I am open to hear your way of thinking about building backlinks.

I can afford around 100-200 $ per month. If i see some positive results, i can put even more.

With that budget you can slowly start building your own PBN. and Afford a cheaper guest post or niche edit here and there.

Personally, that's all I do these days. PBN + guest post + niche edits. Very strong trio

Assuming you already know backlinks diversification will help you gain ranking. To do that you need to build quality backlinks for your money site. I suggest you this-

Money Site >> Web 2.0 Properties, PBN's, Guest Posting, Article Submissions, Videos, PDF & Doc Sharing, Top Social Bookmarkging, Edu & Gov Backlinks (Tier 1 Backlinks)
Web 2.0 Profile Backlinks, Directory submissions, blog comments, wiki links, forum posting & proifles (Tier 2)
Spam your tier 2 backlins using black hat tools like scrapebox.
