Is it legal and wise to send or have people send you cash via fedex?

Fedex doest allow because in this case they do not guarantee that money will be safe.
But you may try with small sums.

You can hide the money in something, but still there is no guarantee it will not get lost.

I wasn't aware that Fedex went through your packages to check its contents....

They don't unless they think you are shipping something dangerous and/or illegal, but if you have a wad of cash being shipped to you and it somehow gets "lost" they don't want to be liable for the loss (i.e., a lawsuit)...
