FCS setting help

hello, I started to use the FCS 1 month ago and face some issues about it. when i run the account creation tool, the button "quick setup wizard" "outlook creator" and "setting" does not work. It happens from time to time and I can not figure out what is the problem. Any senior FCSer here ? please help me out here.
