Violation of what? Can you point me to the law that outlines it and the punishment?

Don’t ignore the fact that phone companies were paid billions in tax money and tax breaks to build out fiber networks offering 45 meg down and UP. How many people get matching up and down speeds? Do you know what that money was used for instead? They used the money to offer inferior DSL service over the same copper wire they were supposed to upgrade and spent the money on mergers and acquisitions (yes, the same baby bells that were split off were now allowed to be consolidated), overseas expansion, and senior level bonuses. During that time these same companies were once regulated and their profits were capped. Since their deregulation profits are at all time highs and there are now less competitive options available which is why the US pays a lot more for bandwidth than other countries.

So, do you really trust the words of CEOs to keep their promises after they have a history of deceit?

Unfair and deceptive practices as well as antitrust violations.
