Is there a tool that can share posts (that are published on a fb page) to fb groups with a scheduling option?

Yes. Massplanner has this feature. Unfortunately, they don't accept new customers due to what happened before. But as an alternative, you can try facedominator. I'm using it right now and things are done accordingly.
