FB targetting based off a users browsing history

Hey is it possible to target fb users based off their browsing history.

lets say I want to target blackhatworld.com users. Is it possible?

I only ask b/c I keep getting hit with advertisments related to marketing and I never even visited any of those websites before so I know it is not REmarketing.

Any guesses how they are targeting me so precisely? For the most part i have not liked any online marketing related fields that i can recall.

They probably got your FB user id from FB pages/groups you participated in or liked, and target you specifically using the Power Editor.
