Addmefast lets you select the country. Although country is irrelevant as long as the users names are relevant to you expectations. Which is something really complex.
Personally for followers I've always chosen the 1K self-FB promoted ads
For likes, I've never cared a lot. A fast boost with any cheap service and two dozen self-pages with the phone for the last boost.
After all this kind of likes are useless except for that social proof.
