if a new page was created under a brand new profile which hasn't been warmed up, then it will almost 100% get restricted when you trying to run ads on it.
but if a new page was created under a well warmed up account, you can start your ads on it as soon as you created it. that's it. 100% true.

It seems that you have intersections with banned accounts. Make all new: Browser, IP, Payment method, phone number and etc.
