I have a FB page, but I don't know how to increase fans. Does Ads account works?

The more the interaction, the more the fans. Make yourself recognizable first. Post regularly with good content and attractive visuals. Try to give your audience something personal. Talk to your friends and share more about your page. Connect with other pages. Yeah, ad accounts works too, unless you break any of the norms of facebook.
