[FB] Limit spam to ads from virtual account system

I have a problem with CTA spam from fake account systems. Although I have used many measures (blocking newly created accounts, limiting mobile operating systems, looking a like quality audience and vice versa,...) but the results are not very effective.

I am looking for new methods that can help me reduce spam effectively. Thank you for your attention to my problem.

Limit spam messages: Behavior: Facebook access: older operating systems and devices, Facebook access (browser): Opera, Facebook access (network type): 2G, Facebook access (network type): 3G, Facebook access (network type): 4G, Using mobile devices (less than 1 month) or Using mobile devices (1-3 months)
