This is because you owe money to Facebook, so Facebook has just introduced the feature to repeat your 10% threshold.

I paid my account regularly but still got the problem
But I see some accounts still reach the normal threshold

yeah, I see fb is limiting accounts to high thresholds and many advertisers won't pay for it

I think because your ad account is new and spent not too much, if your spent stable the threshold is increase
